Campaign advertising should neither be heard nor seen within 100 metres of a voting place - this includes banners on vehicles, buttons worn on jackets, signs, public address systems.
There is a specific prohibition in s. 153(4) of the Community Charter (http://www.qp.gov.bc.ca/statreg/stat/L/96323_03.htm#section153) which applies any time voting is occuring (i.e. advanced voting opportunities as well as general voting day) and basically says any attempt at influencing someone's vote within 100 m of a voting place is forbidden.
Under section 152.1 (http://www.qp.gov.bc.ca/statreg/stat/L/96323_03.htm#section152.1), on general voting day only (in the upcoming elections this will be November 19), there is a prohibition against conducting election advertising by publishing it in a newspaper or magazine or on radio or television. This applies to candidates, elector organizations (elector organization = Victoria Civic Electors, Non-Partisan Assoc., COPE, etc) or third-parties.
